Architect O. A. Pelà graduated at Politecnico di Milano and for one year he joined the Erasmus program at RTU: Rīgas Tehniskā Universitāte based in Rīga, Latvija. He had long work experiences in Africa and in Russia, and he lived as well in Miami, Barcelona and London.
